Consortia will receive funding for developing and applying their own Rural-Urban Enabler, within the six existing domains
The call seeks proposals for digital solutions or advanced technologies addressing one of six predefined domains. Each consortium must propose a Rural-Urban Experiment (RUE) different from those already developed within the project.

Applicants are expected to propose RUEs—digital solutions or advanced technologies—within one of the six predefined domains. Each consortium must select only one domain and propose a unique RUE.

Consortium of 2-4 partners.
Specific eligibility requirements
Each consortium must include at least one technology & service provider and one end-user (e.g., Local & Regional Administrations, Civil Society, Cooperatives, Associations, NGOs, Local Action Groups, Chambers, and other trade organizations).
The proposal must address one of six predefined domains, excluding the six RUEs already developed within the project (detailed in the Applicants Guide, section 1, chapter 1.3).
Solutions must be applied in rural areas outside the seven existing RUCL areas: Prague (Czech Republic), Milos (Greece), Lower Austria (Austria), Kedainiai (Lithuania), Burgos (Spain), Lemgo (Germany), and Trikala (Greece).
RUEs must start at a minimum TRL5 and reach a maximum TRL8.
Each participant may only be involved in one proposal.
Specific topics or challenges
Projects must focus on one of the following six predefined domains:
Improving logistics and shortening value chains
Ecosystem and biodiversity restoration
Regional circular bioeconomy development
User engagement, empowerment, and territorial awareness
Culture, landscape, and heritage access and promotion
Enhanced mobility
Project duration
12 months, structured into three phases:
Phase 1 – Design (4 months: September 2025 – December 2025)
Deliverable: Activity plan
Phase 2 – Development (5 months: January 2026 – May 2026)
Deliverable: RUE solution demonstration
Phase 3 – Validation (3 months: June 2026 – August 2026)
Deliverable: Report on market or community-related activities
Budget, funding rates, and payment conditions
Funding rate: 100%
Budget limit: Up to €100,000 per project
Budget per partner: Between €20,000 and €60,000
Payments: Based on deliverables across the three phases
